Add unit tests for store

**Feature request**
It would be great to have caching for hooks.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_caching` with default `false`.

First reconcile the title's request for unit tests for the store with the body’s request for hook caching. Locate the hook store and configuration entry points, then determine the expected behavior of the enable_caching option and the tests needed to verify the default and caching behavior.
