Improve error messages in config

It would be great to have analytics for hooks.

Many users need this functionality for production deployments.

Add a new config option `enable_analytics` with default `false`.

Confirm whether the requested scope is the new enable_analytics option or broader hook analytics, then consider the work done when the option defaults to false and the intended analytics behavior is covered.
