Consider deprecating old controllers API

**Feature request**
It would be great to have pagination for models.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_pagination` with default `false`.

The issue names no files, tests, or entry points. First reconcile the title's old controllers API with the request for model pagination, then locate the configuration handling and model listing path. Done means a new enable_pagination option defaults to false and pagination works for models without changing existing behavior.
