Add rate limiting for logging

**Feature request**
It would be great to have logging for lib.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_logging` with default `false`.

No file, test, or logging entry point is identified in the issue. First locate the existing logging code and configuration handling, then clarify how rate limiting relates to the requested enable_logging option; done should include a defined limit, disabled-by-default behavior, and tests for the resulting logging behavior.
