Support analytics configuration

**Feature request**
It would be great to have serialization for services.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_serialization` with default `false`.

Start by locating the configuration handling and service serialization entry points in the repository. Clarify which services and data must be serialized, then define the behavior of enable_serialization, including its false default, and add coverage demonstrating the configured behavior.
