Add unit tests for auth

**Feature request**
It would be great to have import for data.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_import` with default `false`.

The issue title requests auth unit tests, while the body describes data import and an enable_import config option; first clarify which scope is intended and locate the existing auth or configuration test entry points.
