Support monitoring configuration

**Feature request**
It would be great to have encryption for data.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_encryption` with default `false`.

Start by locating the configuration entry points for the monitoring feature and reviewing how deployment data is currently handled. Clarify the encryption scope and affected data before choosing an implementation path. Done should include a new enable_encryption option defaulting to false and verification that the requested production use case is covered.
