Add configuration options for timeout

**Feature request**
It would be great to have notifications for validation.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_notifications` with default `false`.

First reconcile the mismatch between the title, which requests timeout configuration, and the body, which requests validation notifications. Then locate the project's configuration handling and validation or notification entry points; completion should include an agreed scope and the `enable_notifications` option with a default of `false` if notifications are confirmed as the request.
