Add rate limiting for encryption

**Feature request**
It would be great to have retry for components.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_retry` with default `false`.

Clarify whether the requested change is rate limiting or component retry, define the behavior of enable_retry=false, and add tests for the agreed production behavior.
