Add rate limiting for analytics

**Feature request**
It would be great to have monitoring for routes.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_monitoring` with default `false`.

Start by locating the configuration handling for the proposed `enable_monitoring` option and the route-processing entry points. Clarify whether the intended change is route monitoring, analytics rate limiting, or both; it is done when the agreed behavior is implemented with monitoring disabled by default.
