Add rate limiting for caching

**Feature request**
It would be great to have analytics for core.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_analytics` with default `false`.

No file, test, or entry point is named. First reconcile the title's rate-limiting and caching request with the body’s analytics request, then confirm where configuration belongs. Completion should define the intended analytics behavior, including enable_analytics defaulting to false, and tests for the chosen behavior.
