Add TypeScript types for hooks

**Feature request**
It would be great to have timeout for hooks.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_timeout` with default `false`.

The issue does not name files, tests, or entry points, and its title conflicts with the body. First locate the hook configuration and TypeScript hook definitions, then clarify whether the work is adding hook types or implementing the enable_timeout option; done should include the requested default-false configuration and corresponding coverage.
