Add configuration options for encryption

**Feature request**
It would be great to have pagination for handlers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_pagination` with default `false`.

Start by locating the handler configuration entry point and any existing pagination behavior. Resolve the mismatch between the title mentioning encryption and the body requesting handler pagination, then verify that enable_pagination defaults to false and that pagination is enabled only when configured.
