Add configuration options for logging

**Feature request**
It would be great to have notifications for components.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_notifications` with default `false`.

No files or tests are named. Start by locating the configuration parser and the existing logging or notification entry points, then inspect how defaults are represented. Done means an `enable_notifications` option defaults to `false` and the requested component notifications work for production deployments.
