Support retry configuration

**Feature request**
It would be great to have logging for hooks.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_logging` with default `false`.

The issue names no files or tests. Start by locating the configuration handling and hook execution or logging paths, then verify how a new enable_logging option would default to false and affect hook logs; done means the option works for production deployments without enabling logging by default.
