Add configuration options for monitoring

**Feature request**
It would be great to have serialization for parsers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_serialization` with default `false`.

No files, tests, or entry points are named. Start by locating parser configuration and any existing serialization or configuration tests; done means parsers can be serialized and the new enable_serialization option defaults to false.
