Add rate limiting for pagination

**Feature request**
It would be great to have notifications for components.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_notifications` with default `false`.

First reconcile the title's pagination rate-limiting request with the body’s notification request and confirm the intended scope with the maintainers. No files, tests, or entry points are named; locate the configuration handling for enable_notifications, define the expected behavior and default, and add or update tests once the requirement is settled.
