Handle edge cases in monitoring

**Feature request**
It would be great to have monitoring for config.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_monitoring` with default `false`.

No files, tests, or entry points are named. Start by locating configuration handling and the monitoring entry point, then determine how `enable_monitoring` should affect behavior when false and which edge cases require coverage. Done means the option defaults to `false`, monitoring for config is implemented, and the relevant cases are tested.
