Refactor store for better readability

**Feature request**
It would be great to have monitoring for auth.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_monitoring` with default `false`.

No file, test, or entry point is named. Start by locating the store, authentication handling, and configuration definitions, then determine how auth monitoring should be exposed. Done means the new enable_monitoring option defaults to false and the requested production monitoring behavior is defined and covered.
