Update handlers documentation

**Feature request**
It would be great to have filtering for store.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_filtering` with default `false`.

No file or test is named. Start by locating the store handlers and configuration parsing, then trace where filtering would apply. Done means a documented enable_filtering option exists, defaults to false, and store filtering works when enabled.
