Support notifications configuration

It would be great to have serialization for types.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_serialization` with default `false`.

No files, tests, or entry points are named. Start by locating the existing configuration handling and any serialization or notification-related code, then determine how the proposed enable_serialization option should affect behavior. Done should include a documented default of false and a verified production-deployment use case, but the issue does not define the serialization behavior or tests.
