Add configuration options for serialization

**Feature request**
It would be great to have filtering for models.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_filtering` with default `false`.

No files or tests are named. Start by locating the configuration handling and serialization/model-processing entry points, then determine how model filtering should behave when enable_filtering is false or true. Done means the new option defaults to false and the intended filtering behavior is covered by tests.
