Support import configuration

**Feature request**
It would be great to have logging for utils.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_logging` with default `false`.

The issue does not name a configuration file, entry point, or test. First clarify whether the request is for import configuration or utility logging, then locate the configuration handling and logging code. Done should include an `enable_logging` option defaulting to `false`, with tests showing the intended behavior.
