Support monitoring configuration

**Feature request**
It would be great to have serialization for core.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_serialization` with default `false`.

The issue names no files, tests, or entry points. First locate the configuration handling and core serialization paths, then clarify what must be serialized and how enable_serialization changes behavior; done should include a default of false and verified production-oriented serialization behavior.
