Support serialization configuration

Currently services lacks proper caching support.

**Proposed solution**
Add configurable caching with sensible defaults.

**Priority**: Low/Medium

Clarify whether the requested change is serialization settings, service caching, or both, then identify the expected defaults and configuration surface. Done means the intended behavior is configurable and the default behavior is covered by tests.
