Add configuration options for export

Currently services lacks proper retry support.

**Proposed solution**
Add configurable retry with sensible defaults.

**Priority**: Low/Medium

Start by locating the service/export implementation and the existing configuration handling; the issue does not name files or tests. Reconcile the title's export wording with the description's retry requirement, then identify how failures are handled. Done means retries are configurable with documented sensible defaults and the relevant behavior is verified.
