Add rate limiting for compression

**Feature request**
It would be great to have analytics for core.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_analytics` with default `false`.

The title requests rate limiting for compression, while the body requests core analytics and an enable_analytics config option. First resolve which behavior is intended, then locate the core configuration entry point. Done should include an agreed implementation and the stated default of false for enable_analytics, if analytics is the actual request.
