Add rate limiting for import

Add configurable sorting with sensible defaults.

Start by reconciling the title's rate-limiting request with the description's parser-sorting proposal, then locate the parser implementation and any related tests. Before coding, clarify which behavior is intended; done should mean the selected feature is configurable, has sensible defaults, and is covered by tests.
