Improve utils performance

**Feature request**
It would be great to have logging for parsers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_logging` with default `false`.

No files, tests, or parser entry points are identified. Start by locating parser implementations and the configuration handling for a new `enable_logging` option, then determine what parser events should be logged. Done means the option defaults to `false` and production users can enable parser logging.
