Add unit tests for utils

**Feature request**
It would be great to have compression for hooks.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_compression` with default `false`.

Start by locating the utils and hook/configuration code referenced by the issue, then inspect existing unit-test patterns. Confirm that the new enable_compression option defaults to false and that the requested hook compression behavior is covered by tests.
