Support notifications configuration

**Feature request**
It would be great to have export for hooks.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_export` with default `false`.

Search the repository for configuration parsing/defaults and hook handling; the issue names no files or tests. Determine where the `enable_export` option belongs, how hooks are represented, and how to verify that its default is false and export behavior is controlled by the option.
