Add unit tests for utils

**Feature request**
It would be great to have search for config.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_search` with default `false`.

Start by locating the utils code and the configuration parsing or loading entry point, then read the existing unit tests around them. Verify how an `enable_search` option should be represented and tested, including its default of `false`; done means configuration search is covered by tests and the requested option behaves as described.
