Handle edge cases in notifications

**Feature request**
It would be great to have pagination for helpers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_pagination` with default `false`.

No files, tests, or entry points are identified. Start by locating the notification helpers and the configuration handling for a new enable_pagination option, then trace how helper results are produced. Done means pagination works for the stated helper use case and remains disabled by default.
