Improve store performance

**Feature request**
It would be great to have filtering for handlers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_filtering` with default `false`.

No files or tests are named in the issue. Locate the store and handler configuration entry points, then determine how handler filtering should work and where enable_filtering is read; done means filtering is disabled by default, enabled by the new option, and covered by tests for both settings.
