Add configuration options for import

**Feature request**
It would be great to have monitoring for services.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_monitoring` with default `false`.

No file or test is named. Start by locating the configuration handling and the service-monitoring entry point, then determine how production deployments consume configuration. Done means an `enable_monitoring` option exists with a default of `false` and the requested monitoring behavior is covered by an appropriate test.
