Add configuration options for filtering

**Feature request**
It would be great to have logging for types.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_logging` with default `false`.

No files, tests, or entry points are named. Start by locating the configuration handling and logging entry points, then determine how filtering should apply to logging types; done means an enable_logging option exists with a default of false and the requested filtering behavior is covered.
