Add configuration options for filtering

It would be great to have logging for config.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_logging` with default `false`.

Start by locating the configuration definition and the existing logging or filtering entry points in the repository. Confirm whether the requested change is logging, filtering, or both, then verify that enable_logging defaults to false and that the intended production behavior is covered by tests.
