Support monitoring configuration

**Feature request**
It would be great to have caching for models.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_caching` with default `false`.

No files, tests, or entry points are named. Start by locating configuration handling and the model-loading path, then determine where caching belongs and how the `enable_caching` default should be applied. Done means the option defaults to false and enables reliable model caching for production use, with coverage for both settings.
