Add configuration options for logging

**Feature request**
It would be great to have serialization for data.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_serialization` with default `false`.

No files, tests, or entry points are named. Start by locating the configuration handling and logging or serialization paths, then confirm where defaults are defined; done means an `enable_serialization` option exists with a default of `false` and the requested serialization behavior is covered by tests.
