Add unit tests for services

**Feature request**
It would be great to have import for utils.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_import` with default `false`.

Start by locating the service unit tests and the configuration entry point. Compare the issue's request for service tests with its proposed enable_import option and determine which behavior is in scope. Done means the intended import behavior and the default-disabled configuration are covered by tests.
