Add rate limiting for logging

**Feature request**
It would be great to have timeout for controllers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_timeout` with default `false`.

No file, test, or entry point is named. First clarify whether the request is rate limiting for logging or controller timeouts, then locate the configuration handling and logging or controller code; done should include a defined configuration behavior and tests for the default false setting.
