Support logging configuration

Currently handlers lacks proper filtering support.

Add configurable filtering with sensible defaults.

Start by locating the handlers and existing logging configuration in the Shell code, then trace how log records are filtered today. Clarify which filters must be configurable and what sensible defaults mean for current behavior; done means handlers apply the configuration consistently without unrelated logging changes.
