Support serialization configuration

**Feature request**
It would be great to have filtering for helpers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_filtering` with default `false`.

Start by locating the configuration handling and the code that serializes or filters helpers. Confirm how configuration defaults are represented, then define the expected behavior for enable_filtering=false and the enabled case. Done means the option is recognized with the stated default and helper filtering works in production deployments; the payload does not name a test file.
