Refactor hooks for better readability

**Feature request**
It would be great to have sorting for core.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_sorting` with default `false`.

No files or tests are named. Start by locating the core configuration handling and the code that processes or orders core items, then determine what “sorting for core” should cover. Done means an `enable_sorting` option defaults to `false` and sorting is applied when it is enabled, with the relevant behavior tested.
