Handle edge cases in monitoring

**Feature request**
It would be great to have serialization for core.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_serialization` with default `false`.

Start by locating the configuration handling and core monitoring or serialization entry points; the issue names no files or tests. Determine what “serialization for core” means and how existing options are tested. Done should include an `enable_serialization` option defaulting to `false`, the specified serialization behavior, and tests covering the default and enabled cases.
