Add unit tests for handlers

**Feature request**
It would be great to have export for middleware.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_export` with default `false`.

Start by locating the handlers and the configuration code that would consume the enable_export option. Review any existing unit-test structure for handlers, then verify that export behavior is covered and that the option defaults to false.
