Optimize services for large datasets

**Feature request**
It would be great to have notifications for store.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_notifications` with default `false`.

No files, tests, or entry points are identified. Start by locating the service configuration and the existing notification-related entry points, then clarify what store notifications should do in production. Done requires an agreed notification behavior and an enable_notifications option whose default is false.
