Support encryption configuration

**Feature request**
It would be great to have retry for core.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_retry` with default `false`.

Start by locating the core configuration entry point and existing configuration options. The issue text conflicts between encryption in the title and retry in the request, and names no files or tests. Confirm the intended option and identify the test that verifies its default and behavior before defining completion.
