Add rate limiting for retry

**Description**
Currently handlers lacks proper logging support.

**Proposed solution**
Add configurable logging with sensible defaults.

**Priority**: Low/Medium

No file, test, or entry point is named. First reconcile the title's retry rate-limiting request with the body’s logging proposal, then locate the relevant handler and retry paths and inspect existing configuration and logging behavior. Done should mean the agreed behavior is configurable, has sensible defaults, and is covered by the applicable tests.
