Add rate limiting for pagination

**Feature request**
It would be great to have serialization for lib.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_serialization` with default `false`.

The payload names no files, tests, or entry points. First clarify whether the requested work is pagination rate limiting or serialization, then locate the relevant configuration and pagination or serialization paths; completion cannot be verified until one scope and acceptance criteria are specified.
